UN Votes for International Ban on Recreational Use of HHC

During the 68th session of the United Nations Commission on Narcotic Drugs (CND) in Vienna, it was decided today to include hexahydrocannabinol (HHC) in Schedule II of the 1971 Convention on Psychotropic Substances. This decision, approved by a qualified majority, means an international ban on the recreational and non-medical use of HHC. Only the United States abstained from voting.

What Does This Mean for the Industry?

HHC, which is currently sold in various countries as an alternative to THC, will now be subject to strict regulations by all 184 signatories of the UN convention. This means that the use and distribution of HHC will only be permitted for medical and scientific purposes. Production and sales will henceforth require licenses and compliance with regulations under Schedule II of the convention.

International Support for the Ban

The vote was held immediately after the session opened, without further discussion from the attending delegations. The World Health Organization (WHO) recommendation to place HHC under strict control received broad support from countries worldwide. Among the nations voting in favor were the Netherlands, Belgium, Germany, France, the United Kingdom, Canada, Australia, and China. In total, the recommendation was adopted with more than the required two-thirds majority.
